Publication of the Implementation Manual for Intervention A.A 4.2 “Investments in the Processing and/or Marketing of Agricultural Products” under the Common Agricultural Policy Strategic Plan 2023–2027 (OPEN)

 

A new grant scheme has been announced with a total budget of €10.3 million, aimed at businesses engaged, or planning to engage, in the processing and/or marketing of agricultural products.

Who can apply?
• Businesses (new or existing) that are active in the processing/marketing of agricultural products. The final product must be listed in Annex I of the scheme’s manual.

Funding & Beneficiaries

  • Grant rate: 50% of eligible expenses.
  • Maximum grant amounts:

– Category A Beneficiaries: Up to €400,000. Eligible applicants include Small, Medium (as defined by EC 2003/361), and Large enterprises established (or to be established) in Cyprus, excluding areas outside the effective control of the Republic of Cyprus.

– Category B Beneficiaries: Up to €200,000. Eligible applicants are Micro enterprises under the SME category.

  • Special provision for mountainous/disadvantaged areas: For Micro enterprises (Category B) located in mountainous/disadvantaged areas (as per Annex VI of the manual), the grant rate increases to 60% with a maximum amount of €300,000.

What expenses are eligible?
• Building-related costs: construction, extension, or renovation of facilities, including specific improvement works (e.g., flooring, ceilings, masonry, electrical/mechanical infrastructure), subject to documentation/licensing requirements.
• Purchase of new machinery/equipment (Category 14.2 of the manual).
• Digital upgrade (IT, ERP/CRM, etc.) and e-shop development, with a maximum eligible cost of €15,000 for the e-shop.
• Commercial transport vehicles for the movement of raw materials/products, with a maximum eligible cost of €300,000. (Double-cab vehicles are not eligible.)

When is a feasibility study required?
• Mandatory for all new businesses, as well as for existing businesses when the investment program exceeds €150,000 or involves entry into a new eligible sector.
