Training of Employees for the Role of Internal Services for Protection and Prevention (ISPS) (ΕΣΥΠΠ)

There is a requirement, in accordance with the applicable legislation, for companies to train individuals who will be appointed as ISPS (Internal Services for Protection and Prevention).
This obligation arises from the following regulations:
- Κ.Δ.Π 158/2021 (The Management of Safety and Health at Work Regulations of 2021)
- Κ.Δ.Π 237/2021 (Establishment of the Safety Committee)
- Κ.Δ.Π 238/2021 (Minimum Training Requirements in Safety and Health)
- Κ.Δ.Π 239/2021 (Determination of the Number of Safety Representatives)
- Κ.Δ.Π 240/2021 (Code of Practice for Consultation between the Employer and Employees on Safety and Health Matters)
The individuals who will be appointed as ISPS must be familiar with the provisions of the above regulations so that they can contribute to the development and implementation of the Occupational Safety and Health Management System in the workplace.
For this purpose, the employees of the companies who will be appointed as ISPS are required to attend a 35-hour training programme, as specified by Regulation Κ.Δ.Π. 238/2021.
Training Objectives
Upon completion of the training, the trainees will be able to:
- Contribute to the collective effort of designing and implementing the Occupational Safety and Health Management System within the company in accordance with the applicable legislation.
- Recognize the legislative requirements for Occupational Safety and Health and relate them to the company’s operations.
- Apply the requirements of the regulations (both new and existing) concerning Occupational Safety and Health.
- Conduct and update risk assessments in accordance with the requirements of the regulations.
- Develop and implement an Emergency Response Plan.
- Maintain the Special Safety and Health File in accordance with the provisions of the regulations.
- Identify and address non-conformities related to Occupational Safety and Health.
- Plan their actions effectively to facilitate the implementation of the system within the company.
- Participate in the analysis of data used to measure the performance of the Occupational Safety and Health Management System.
Description of Candidates for Participation
The programme is addressed to individuals who will assume roles within the Internal Services for Protection and Prevention (ISPS), such as:
- Employers or their representatives
- Safety and Health Officers
- Deputy Safety Officers
- Safety and Health Representatives
- Deputy Safety Officers/Assistants
- Members of the Safety and Health Committee
- Fire Protection, Firefighting, and Evacuation Officers
- First Aid Officers
- Chairperson of the Safety Committee
- Other persons appointed by the employer as members of the ISPS
These participants are expected to contribute actively to the development, implementation, and monitoring of the Occupational Safety and Health Management System within their organization.
Trainer: Andreas Loizidis, Business Consultant, EXYPP
Mr. Andreas Loizidis is a Business Consultant and an approved ΕΞΥΠΠ (External Services for Protection and Prevention) provider by the Department of Labour Inspection for carrying out activities related to the protection and prevention of occupational risks and for offering these services to employers or self-employed individuals. He has successfully developed and implemented Occupational Safety and Health Management Systems in several organizations in accordance with the ISO 45001 standard. Furthermore, he is an approved Vocational Training Instructor (ΕΕΚ) by the Human Resource Development Authority of Cyprus (HRDA).
Training Method and Evaluation Techniques
The programme will be delivered through distance learning using the Zoom platform. A participation link will be provided upon confirmation of registration. The programme requires active participation from all attendees. This participation includes discussions and the sharing of professional experiences.
Participants’ progress will be evaluated by the trainer using various assessment methods, such as:
- Case study exercises
- Knowledge tests/quizzes
These evaluation techniques are designed to ensure that participants have effectively understood and can apply the knowledge and skills acquired during the training.
Participation Cost
- Participation Fee: €800
- HRDA Subsidy: €640*
- Cost for HRDA Beneficiaries: €160
(Applicable to beneficiaries eligible for HRDA funding)
* Condition for HRDA Subsidy:
Eligibility for the Human Resource Development Authority of Cyprus (HRDA) subsidy is subject to the condition that the enterprise has not exceeded the de minimis aid ceiling during the current three-year period, in accordance with Article 3 of Regulation (EU) No. 2023/2831.
Certificate of Training
Upon completion of the programme, a Certificate of Attendance will be awarded to participants who have successfully completed the training, provided that they have attended at least 75% of the total programme duration.
Participants’ attendance will also be electronically monitored through the Zoom platform.

Other Information
This multi-company training programme has been approved by the Human Resource Development Authority of Cyprus (HRDA). Applications for participation in the training programmes must be submitted exclusively online through the “ΕΡΜΗΣ” web portal of the HRDA. To complete the process, both the company and each employee who will participate in the programme are required to register on the “ΕΡΜΗΣ” platform.

Our experienced Instructor will provide all the necessary information and knowledge to the participants for practical implementation of all legal requirements.
The specific training session will be delivered in GREEK language.
